Nine Research Ethics Committees in Davao Region Earn Accreditation from PHREB

The Department of Science and Technoloy in Region XI (DOST-XI) that nine Institutional Research Ethics Committees (RECs) in Southern Mindanao received accreditation from the Philippine Health Research Ethics Board (PHREB), marking a significant milestone in upholding ethical standards in health research within the region.

The recognition was bestowed by PHREB, the national policy-making body in health research ethics in the Philippines, after the RECs adhered to the national and international guidelines governing health research.

These RECs have fulfilled all the necessary requirements set forth by PHREB which underscores their dedication to ensuring the quality ethical review of health research projects.

The Philippine National Health Research System (PNHRS), in collaboration with the PHREB and the Philippine Council for Health Research and Development (PCHRD).

Among the awardees for Level 1 were as follows :

Cor Jesu College, Inc. Research Ethics Committee

University of the Philippines Mindanao Research Ethics Committee

Davao del Norte State College Research Ethics Committee

Jose Maria College Foundation, Inc. Research Ethics Committee

Regional Health R&D Consortium XI Research Ethics Committee

These Level 1 awardees have been granted provisional accreditation, allowing them to review all types of research except clinical trials required for FDA registration of new drugs within the provisional one-year accreditation period.

Level 2 Awardees:

University of the Immaculate Conception Research Ethics Committee

St. Mary’s College of Tagum, Inc. Research Ethics Committee

Davao Medical School Foundation Hospital Research Ethics Committee

Under the Level 2 accreditation, these institutions enables them to review all types of research except clinical trials required for FDA registration of new drugs. RECs that have demonstrated satisfactory performance as Level 1 RECs may apply for Level 2 accreditation.

Level 3 Awardee:

San Pedro Hospital Institutional Ethics Review Committee

San Pedro Hospital Institutional Ethics Review Committee achieved Level 3 accreditation which allows them to review all types of research, including studies required for applications for marketing authorization of food, drugs, and devices by regulatory agencies such as the FDA.

Ethical research clearance plays a pivotal role in ensuring the protection of human participants in any health research. It also enhances researchers’ ability to publish in reputable academic journals.

DOST Calls for Research Proposals to Address National Priorities

The Department of Science and Technology (DOST) is urging researchers and research institutions to submit project proposals focusing on critical areas such as food security, improved transportation, affordable and clean energy, health care, education, social services, sound fiscal management, and bureaucratic efficiency.

The selected research proposals that will meet the criteria will be eligible for funding under the DOST Grants-in-Aid (DOST GIA) program. This initiative seeks to leverage the country’s scientific and technological capabilities to achieve sustainable economic growth and development. The program aims to strengthen participation, technology transfer, human resources development, information dissemination, advocacy, and linkages.

Researchers are encouraged to align their proposals with the DOST Strategic Plan for 2023–2028 to which revolves around four main pillars: human well-being, wealth creation, wealth protection, and sustainability.

Researchers can submit their proposals to various councils, including the National Research Council of the Philippines, the Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development, the Philippine Council for Industry, Energy, and Emerging Research and Development, and the Philippine Council for Health Research and Development.

The submission period for proposals is set from March 1 to March 15, 2024, offering researchers a window to contribute innovative solutions to the country’s pressing challenges.

Filipino professionals with overseas experience are witnessing a remarkable surge in demand as the Philippine job market gears up for significant salary increments and enticing bonuses in 2024, according to insights from the Robert Walters Global Salary Survey 2024.

Robert Walters Salary Survey report, a comprehensive analysis of salary trends and recruitment patterns, highlights the growing emphasis on compensatory benefits and the allure of overseas experience among employers seeking key leadership roles.

In response to sustained demand, organisations are poised to offer substantial salary increases, potentially up to 30 percent for job movers, especially in sectors like technology and finance, where skilled professionals are in high demand.

Despite the optimistic job market outlook, there remains a notable discord between employers and employees regarding compensation, benefits, and work-life balance preferences.

Exploring employment opportunities and preferences

The survey indicates that 2 in 4 employees actively seeking new job opportunities within the next year, driven primarily by prospects for career advancement. However, their decision-making is significantly influenced by an attractive bonus scheme (86 percent), access to private healthcare insurance (82 percent), and flexible or remote work arrangements (57 percent).

Moreover, amidst the job search, over half of employees (52 percent) remain open to counter-offers, particularly enticed by salary increments, promotions, and retention bonuses.

As companies grapple with a shortage of qualified candidates, they are striving to meet evolving employee expectations, particularly in terms of work-life balance and workplace flexibility. Employees prioritise work-life balance (91 percent), favoring options like a four-day work week, well-being services (36 percent) such as access to counselors, and diversity and inclusion initiatives (35 percent), signaling a paradigm shift in traditional work structures. The survey reveals a gap in expectations regarding work location. 72 percent of job seekers are willing to spend two to three days in the office, whereas 70 percent of employers expect staff presence for at least three to five days per week.

“Having a stellar candidate experience is now vital as the hiring market becomes more competitive, with more players vying over the best talent. Companies who can lay out a compelling story about the role they are hiring for and how it plays out in the company’s vision will have a better shot at winning the candidates they are after,” Robert Walters Philippines Director Alejandro Perez-Higuero said.

Emerging hiring trends and challenges

In light of emerging trends, the demand for skilled professionals in AI, technology, sustainability, and commercial leadership is expected to soar in 2024. Companies are increasingly relying on automation and digitalisation, driving the need for professionals with international exposure and diverse skill sets.

Currently, 25 percent of employers use AI models to automate routine tasks, with an additional 35 percent planning to do so within a year. Interestingly, some employees (43 percent) express little concern over AI impacts despite its role in enhancing their efficiency.

According to 58% of our respondents said that the primary challenges in talent acquisition across various industries are high salary and benefit expectations, shortage of highly specialised candidates, and a notable concern about the lack of technical skills particularly within the Technology sector.

To retain employees, companies have implemented strategies like enhanced learning and development opportunities (72 percent), hybrid work policies (60 percent), and increased wellbeing initiatives (55 percent).

The most sought-after skill sets include automation, digitalisation, technology, and digital competencies, along with commercial leadership and profit & loss management. Professionals with international exposure are particularly valued, given their broader market and stakeholder understanding.

Industry predictions

The job market in the Philippines is undergoing a transformative phase in 2024, marked by the growth of shared service centers and a substantial shift towards digitalisation and commercial excellence.

As international organisations increasingly establish their shared service hubs in key cities like Manila and Cebu, the country’s labor market is reshaping to meet new demands. With more shared services centers sprouting up in the country, Robert Walters Philippines expects that this will drive higher demand for business heads to lead the hub.

This trend will also lead to the increasing demand for Filipino professionals with overseas experience in leadership roles. Organisations across the Philippines are increasingly focusing on hiring Filipino professionals with overseas experience for key leadership roles. This trend, aligning with the nation’s growth aspirations, is creating a dynamic shift in the local job market.

Companies are keen on leveraging these international experiences to drive innovation and competitive advantage in an increasingly globalised business environment.

“Another growing trend we’ve seen is companies sourcing for talent to fill leadership roles through our Balik Bayan Campaign, which connects companies with skilled Filipino professionals based abroad with valuable, overseas work experience,” Higuero said.

Despite economic fluctuations, salaries are projected to remain stable in 2024, with job movers poised to reap significant rewards amidst evolving market dynamics.

(Davao Light), an AboitizPower subsidiary formally signed a Memorandum of Understanding (MOU) and Memorandum of Agreement (MOA) in a ceremony with the University of Mindanao at Davao Light Admin Office C. Bangoy Sr. Street, Poblacion District, Davao City on November 14, 2023 to strengthen industry-based research and to match the graduates of the academe to the needs of the power industry.

“UM has contributed a lot to our leadership and staff which in turn contributed to our successes. With over 80 employees who are alumni of UM, the school has contributed a lot to our leadership and staff requirements, and as mentioned earlier, contributed to where we are today,” Rodger S. Velasco, the President and Chief Operating Officer of Davao Light said in his closing remarks.

Also present at the signing ceremony are Dr. Charlito L. Canesares, Dean of College Engineering Education, Engr. Randy A. Angelia, Asst. Dean of College Engineering Education, Engr. Nicanor B. Fabracuer Jr., the Program Head of Electrical Engineering, and AboitizPower leaders and engineers who are UM alumni.

Davao Light won the Award for the private sector category in the country, while the Coalition of Municipal Fisherfolk Association of Zamboanga Sibugay won for the NGO/CSO sector category.

“This is a big win for Davao Light, having consistently lived up as a responsible corporate citizen through project partnerships with different government agencies and organizations for its education and livelihood programs,” said Fermin Edillon, Davao Light Reputation Enhancement Department Head.

The RDPELA Awarding Ceremony is part of the Official Dinner of the 13th ASEAN Ministers Meeting on Rural Development and Poverty Eradication (AMRDPE) held on November 21 at Sands Expo and Convention Centre in Singapore. The prestigious award was presented to Davao Light by H.E. Dr. Kao Kim Hourn, Secretary-General of ASEAN, and H.E. Masagos Zulkifli, Minister for Social and Family Development of Singapore and AMRDPE Chair. Secretary Lope Santos III of the National Anti-Poverty Commission (NAPC) led the Philippine delegation to the Awards.

In August this year, NAPC awarded the nomination to the company after assessing and validating the power utility’s corporate social responsibility (CSR) programs through a visit to its flagship projects and partners.

Davao Light’s CSR program focuses on three priority areas: Education, Enterprise Development, and Environment. Two of the flagship projects highlighted in the Award are (1) the long-standing livelihood program in support of the Samahan ng may iba’t-ibang Kakayahan sa Dabaw (SAKADAB) Consumer Cooperative, a group of differently-abled persons in Davao City and (2) the education project, Project e.Lab or electrical laboratory, in support of public schools’ Electrical Installation and Maintenance (EIM) course under the Department of Education’s (DepEd) Technical Vocational Livelihood track. Davao Light has provided 43 electrical laboratories across its franchise areas since the start of the program. These projects are mainly in partnership with Aboitiz Foundation, Inc., the social development arm of the Aboitiz Group.

The SM Foundation (SMFI) celebrated the graduation of its 397 scholars from the class of 2023, including 8 summa cum laude, 72 cum laude, 55 magna cum laude, and 26 academic distinction awardees.

Held at the SMX Convention Center in Pasay City, the presentation of graduates served as a mark of the significant milestone in the scholars’ academic journeys and a testament to their resilience and determination to uplift their families and illuminate a path for future generations.

The inspiring event was joined by scholars’ families, esteemed partners, and the SM Foundation’s heads, including the foundation’s Executive Director for Education Programs, Carmen Linda Atayde.

In her address, Atayde emphasized the transformative power of education: “Behind these impressive statistics lie stories of triumph over challenges, stories of dreams pursued against all odds. These scholars, hailing from humble backgrounds, have shown that with opportunity and hard work, one can break the intergenerational cycle of poverty.”

Atayde also recognized the support of mentors, educators, and the Sy family, noting how their efforts have paved the way for success, not only for today’s graduates but also for the communities they represent.

Echoing the vision of the SM group’s founder, Tatang Henry Sy Sr., SMFI Executive Director Debbie Sy also emphasized the importance of education as a tool for social mobility and poverty alleviation.

“As we stand here today, let us remember the vision of Tatang, who believed deeply in the power of education to break the shackles of poverty,” she said.

Addressing the scholars, Sy reminded the SM scholars of their role as catalysts for change in their communities: “You are the living proof of the transformative power of education. The SM Foundation Scholarship Program’s goal is not just academic success but to break the intergenerational cycle of poverty.”

“Now, armed with knowledge, be agents of social good in your communities. Your journey doesn’t end here; it’s a new beginning, and we can’t wait to witness the positive impact you’ll create,” she capped.

The SM Foundation’s Scholarship Program, established in 1993, has provided financial and holistic support to over 8,000 college and technical-vocational scholars, empowering them to pursue their academic aspirations and contribute to the betterment of their families.

This cements the SM group’s commitment to social good in the last 40 years, ensuring that deserving students, especially from low-income communities, have access to quality education and the opportunity to break the cycle of poverty.

The Davao City Library and Information Center (DCLIC) along Ponciano St. houses the Library Cafe that operates from 8 a.m. to 7 p.m.

The Library Cafè is run by Coop Cups held its grand opening on January 18.

Aside from drinks, the coffee shop offers pastries and rice meal for library goers to enjoy.

The cafe is operated through the City Government of Davao, in collaboration with the Manuel Guianga and Sirib Growers and Employees Multi-purpose Cooperative (Magsige MPC), Model Cooperative Network (MCN), and Agricultural Cooperative Development International/Volunteers in Overseas Cooperative Assistance (ACDI/Voca).

As it opens to the public, it aims also to empower local cooperatives by showcasing their products and services.

Manila, Philippines – Conrado & Ladislawa Alcantara Foundation, Inc (CLAFI), ends 2022 with flying colors as they were recognized at the National Literacy Awards (NLA) 2022 and by the Philippine National Volunteer Service Coordinating Agency (PNVSCA) this month of December for their education and literacy programs.

CLAFI is the corporate social responsibility arm of the Alcantara Group, which aims to build progress across Mindanao communities in Sarangani Province, General Santos City, Iligan City, Davao City, and Zamboanga City. 

CLAFI’s Bukas Kaalaman Program: Pagbasa at Pag-unawa Para sa Kaalaman at Kinabukasan won second in NLA’s Outstanding Literacy Program along with four other Non-Government Organizations (NGO) in the country selected from 11 regional NGO entries.

The program encapsulates CLAFI’s education projects that give importance to reading as a child’s foundational literacy skill.

CLAFI President, Cecile A. Dominguez-Yujuico said the literacy projects of CLAFI respond to the literacy needs of culturally diverse communities through innovative and culture-appropriate interventions.

“One of the pressing issues that CLAFI identified is the lack of mother tongue learning materials, particularly for Blaan communities in Sarangani Province,” Dominguez-Yujuico shared. “Through the PhilAM Fund and partnership with the Department of Education, we developed the Flalok Project and co-designed mother tongue learning materials, based on Blaan folklore. These materials were complemented by mother tongue textbooks for learners and teaching guides for teachers.”

The Flalok Project revives the Blaan Art of Storytelling, and has been implemented in schools across South Central Mindanao such as Sarangani, South Cotabato, General Santos City, Koronadal City, and Sultan Kudarat. The learning method follows the Mother Tongue Based Multilingual Education (MTBME) paradigm of the Department of Education.

CLAFI also implements its Summer Big Brother program (SBB), their banner literacy project that provides summer remedial reading sessions for learners in need of reading comprehension skills. This started as a collaborative project of CLAFI and the Provincial Government of Sarangani in 2007, and has also been adopted by communities in Compostela Valley, Iligan, Zamboanga, and Davao.

CLAFI Executive Director, Mr. Richlie Lyndon L. Magtulis, narrated how their literacy projects resulted in improved literacy rates of schoolchildren.

“Our SBB helped improve the reading capacity of almost 10,000 children who cannot read,” Magtulis said. “The Flalok Project, on the other hand, reinforced literacy to more than 15,000 Blaan learners with test scores of 88% in post-test from 58%.”

Volunteerism and community engagement

CLAFI was also recognized for its education initiatives by the Philippine National Volunteer Service Coordinating Agency (PNVSCA) during the National Volunteers Month. 

The Outstanding Volunteer Award recognized CLAFI as a leader and role model that exemplified service to others through its various volunteerism works to provide equitable access to quality education and protect the environment. 

To date, CLAFI helped improve the reading capacity of close to 10,000 learners, contributed to the continued learning of more than 60,000 learners despite the pandemic, developed contextualized learning resources especially for the Indigenous Peoples learners, produced the first of its kind contextualized learning material on child rights, and influenced replication of volunteer works to other education division offices in Mindanao.

Further, the organization also had environmental efforts such as improving abaca and coffee production of farmers through a USAID-funded Farmers Field School in Maasim, Sarangani Province, facilitating market referrals of the coffee and abaca produce of farmers and improving their income, providing of six (6) abaca spindle stripping machines, thereby increasing productivity and income for farmers, and rehabilitation of more than 700 hectares of the Siguil and Kablacan watersheds.

Vice Mayor Jean Delos Santos of the Municipality of Malapatan, a former CLAFI staff member and a key stakeholder in the Municipality of Malapatan, Sarangani, shared how the work of CLAFI helps develop communities.

“My heart for the communities started when I was a staff of CLAFI back then. I have seen how they work hard to help and how the communities have developed as a result,” Delos Santos shared.

“In fact, my work with CLAFI inspired me to step up through our government. Now that I am the Vice Mayor of the Municipality of Malapatan, I still bring with me the value and passion for volunteerism that CLAFI instilled in me.” 

The success of CLAFI’s initiatives and projects would not have been possible without the consistent and strong support of various donors and sponsors that solidified their advocacies, especially the Alcantara Group, the Mindanao-based group of companies that also has interests in aquaculture, agriculture, real estate, and power generation. Davao City links with four cities anew

The International Relations Board (IRB) of Davao City has recently approved linkages with four new cities in a ‘Sister City Agreement’ to further advance trading relations, economic growth and other bilateral exchanges. This was announced by the Davao City Investment and Promotion Center (DCIPC).

DCIPC named these cities as Sennan City in Osaka, Japan; Herzliya City in Israel; Pohang City in Republic of Korea; and Mati City, Davao Oriental, Philippines.

All four initiated proposals to partner with Davao in several areas of cooperation.

Sennan City in Osaka is Davao’s second sister city from Japan, after Kitakyushu which will hopefully usher in people to people exchange in the field of education and student exchange programs, job provision, as well as research and development.

Herzliya City of Israel with the largest and most innovative marina in the Middle East is pinpointed to drive agri-economy and trade relations with Davao via its thriving industrial zone and high-tech companies, including tourism.

As the center of the Korean steel industry, Pohang City is much anticipated by Davao for its various linkages in the academe and to power Davao’s future start-up/business incubation efforts particularly in research, science and technology.

Mati City looks forward to eco-tourism and heritage preservation, including cultural exchange. Its proximity to Davao is its advantage, cites DCIPC Officer in Charge, April Marie Dayap. Both cities are known for resorts, marine conservation efforts and a long-standing relation in the areas of agro-industrial trade and agriculture.

The IRB, composed of different government offices and private organizations in the city, is the body tasked to deliberate and act on sister-city proposals. Closely coordinating and working with the IRB is the Davao City Investment and Promotion Center (DCIPC) which serves as secretariat.

Incoming college students are now more empowered to pursue their dream Science and Technology (S&T) Education with the Department of Science and Technology (DOST) opening the application for the Undergraduate Scholarship program. 

The DOST-Science Education Institute (DOST-SEI) announced that the application would run from September 19 to December 2, 2022, and the requirements would be submitted online. 

The application is open to all incoming freshmen or first year college students who are natural-born Filipino and must belong to the Science, Technology, Engineering, and Mathematics (STEM) strand or be part of the top 5% of the class if coming from a non-STEM strand. 

There are two kinds of scholarships under this program. First is the Merit Scholarship program for students with high aptitude and are willing to pursue careers in the fields of S&T. Second is the Science and Technology Scholarship Act of 1994 (R.A. 7687), which provides scholarships to talented and deserving students whose families’ socio-economic status does not exceed the set cut-off values of specific indicators.

Qualified applicants will receive a monthly living allowance of P7,000, a tuition subsidy of up to P40,000 per academic year for those enrolled in private higher education institutions (HEIs), an annual book allowance of P10,000, a one-time clothing allowance of P1,000, an economy-class roundtrip fare for those studying outside their home province, a group health and accident insurance, as well as thesis allowance of P10,000 and graduation allowance of P1,000.

While the application will be made online, DOST-SEI requested the Regional Scholarship Staff stationed in DOST Regional Offices to assist applicants from far-flung areas with no access to internet connection in the manual filing of application documents.

The schedule of the qualifying examination is on March 11 and 12, 2023, and the list of the qualifiers will be released sometime in June 2023.
