Smoke belching ordinance violators warned anew

Smoke belchers and emission testing centers found violating the anti-smoke belching ordinance of Davao City are warned as violators will be apprehended and meted the corresponding penalties and sanctions.

 

Davao City councilor Leo Avila III and city council committee chair on environment issued the warning on Monday during the Kapehan sa Dabaw at Cafe Rysus of SM City saying that by early 2008 the ordinance will be implemented in full swing.

 

In preparation for this he said about 20 enforcers coming from the Land Transportation Office and the City Environment and Natural Resources Office underwent series of seminars to fully understand the law as well as enhance their capability to aid them in implementing the law.

 

While the Davao Region through the LTO already has equipment to augment the implementation namely seven smoke classifier and eight gas analyzer, Davao City he said has to purchase similar equipment inorder for the use of the enforcers within the city.

 

He said this is also in support to the implementation of the Clean Air Act that will be massively implemented next year.

 

Avila said they will also check on the emission testing centers operating within Davao City, the monitoring of which will be done at random.

 

“We receive several complaints about this and we have devise a scheme on this,” he said.

 

He said they will allow free testing but the next time it avails of the free testing and if found the emission is below the standard the apprehension will be done immediately.

 

Avila admitted that massive information and education campaign must be done to attain a cleaner air as this will benefit the most those in the streets particularly the drivers of public transportations.
